General Description
The Station Manager’s role is the convener of the administrative, fundraising, and business functions of
the KBOO Foundation's community radio station – transmitting at 90.7 FM and all affiliated frequencies.
KBOO is one of the oldest community radio stations in the United States. It emphasizes eclectic

programming to serve diverse communities. KBOO is an independent, member-supported, non-
commercial, volunteer-powered community radio station.

This position provides station oversight and vision. This position collaborates closely with staff and

volunteers and communicates directly with the Board of Directors to bolster KBOO’s innovative, high-
quality, community-based programming. Responsibilities include oversight of daily operations,

administrative, fundraising, financial, and public relations tasks as well as occasional programming and
production work.

 

REQUIRED QUALIFICATIONS
● Awareness of FCC, local, state, federal nonprofit and other relevant laws and ability to ensure
KBOO operates within these laws.
● Experience in nonprofit management, including knowledge of the principles and practices of
nonprofit budgeting and financial management.

● Ability to thrive in a democratically run, decentralized organization.
● Comfort working with a wide variety of people in a diverse workplace.
● Ability to plan, delegate, and collaboratively work with people to meet goals and and achieve
timelines.
● Ability to work with staff and volunteers to adapt KBOO's vision and goals to meet changes in
technology and society.
● Ability to inspire, lead and support inclusive organizational planning.
● Experience with staff development and training, and ability to secure professional development
opportunities for staff.
● Experience managing and supervising in a remote/hybrid-remote environment.
● Able to work with a union shop.

 

PREFERRED QUALIFICATIONS
● Experience in nonprofit management, including knowledge of the principles and practices of
nonprofit budgeting and financial management.
● Broadcasting experience, especially non-commercial community radio.
● Fundraising skills including major donor relations and familiarity with grants management, and
application systems such as DonorPerfect
● Excellent skills in listening, oral and written communication and public speaking, including
negotiation and active listening.
● Ease and dexterity with public interactions.
● Experience with union procedures and negotiations. Ability to create and foster open,
collaborative relationships with union stewards and representatives.
● Experience with nonprofit board governance.

ESSENTIAL FUNCTIONS:
Vision, Strategic Planning and Organizational Governance
● With Board and Staff, ensure there is an annual plan based on the long-term strategic plan, and
a dynamic, on-going process for updating and using the plan.

● Attend all meetings of the Board of Directors and the Board’s Executive Committee.
● Act as a liaison between the board and staff.
● Help ensure Board members are trained and informed.
● Help recruit new members to the Board.
● Cultivate a culture of member/donor/volunteer appreciation and stewardship
● Build and maintain positive relationships for KBOO with individuals and organizations that will
help us to maintain our mission, vision and charter.

 

Staff Support
● Support all staff.
● Promote KBOO’s Beloved Community and foster a culture of respect and care.
● Make recommendations to the Board to budget for new staff positions.. ● Lead
the hiring process to fill staff positions.
● Know the Collective Bargaining Agreement (CBA) and participate in its
development.
● Lead management interactions with the Staff Union Bargaining Committee,
including bargaining and grievance resolution.
● Lead crisis management: be able to apply strategies designed to help KBOO deal
with a sudden and significant negative event.
● Oversee station operations in order to ensure proper functioning of
interdepartmental interactions.
● Support, help reconfigure as needed, and recommend new operating teams as they
work to meet department goals. (Revenue; Programming; Tech; Promotions).
○ Staff the Finance Committee and guide the Full-charge Bookkeeper in
making a budget proposal for board approval and ensure proper oversight
of finances.
○ Guide and support the Development Director, Membership Director and
Director of Underwriting to guarantee there is a timeline/plan and sufficient
resources for ensuring revenue for the operating budget.
○ Guide and support the Tech Operating Team to create a plan to fortify
resources for maintaining vital technology and equipment.

○ Guide and support the Promotions Team, ensure there is a plan and
resources for communications with the goal of attracting new members.
○ Guide and support the Programming Team as they develop programming
and special events to ensure shows meet the charter, mission, vision and
values of KBOO.
○ Guide and support the Volunteer Program to serve vital volunteer needs for
the organization.
○ Guide and support the Membership Department in community engagement
efforts to retain current members and cultivate new members.

 

Facilities Management
● Oversee use and maintenance of KBOO’s physical facility and coordinate with staff to understand
and address station needs.
● Manage interactions with contractors and consultants used for limited scope and short term work.

 

Human Resources and Legal
● Provide HR support for staff including:
○ Recruiting, hiring and retaining talented staff
○ Staff engagement
○ Performance management
○ Compensation and benefits
○ Development and training
○ Risk management
○ Audits and legal compliance
● Lead the process for hiring new staff.
● Lead the process of onboarding new staff.
● Know and follow the Collective Bargaining Agreement and participate in its development.

 

Community Affairs & Public Relations
● Present KBOO in the community by communicating KBOO’s mission and vision.
● Perform public relations functions to maintain the vision and values of the organization.

● With Board and Staff, work to guarantee that KBOO’s environment is welcoming and supportive
of all people, especially those targeted by oppressions, and that all are working to end
oppressions and microaggressions at every level.
● Strive to maintain a respectful work environment by upholding KBOO’s core values and House
Rules.

 

Introductory Period
There is a six-month introductory period. This period is not to be construed as a contract. The
employee shall be evaluated before the end of the introductory period.

 

Salary and Benefits
Salary for this position is $70,000. Benefits include medical and dental coverage, disability and life
insurance, and credit union eligibility. This position also offers paid vacation, sick leave and eleven (11)
paid holidays per year. Eligibility for the pension plan occurs one year after the date of hire. Distribution
is determined at the end of the fiscal year following the eligibility date and is pro-rated.

 

Working Conditions
KBOO has eleven paid employees and over 400 volunteers. The atmosphere is animated and stimulating.
The ability to work in this kind of environment is essential. Work at the physical station is expected during
regular office hours but it is expected that this position can work nights and/or weekends when applicable
or during emergencies. Applicant must be based in the Portland Metro region or available to travel to the
station within a reasonable daily commute time to the station.

Equipment Used and Physical Working Conditions
Computer, phone, copier. Applicant must be able to remain in a stationary position approximately 50% of
the time. Applicant must be able to operate a computer and other office equipment such as a calculator
and computer printer.
The person hired for this position will learn to use broadcasting equipment, supported by the Engineering
team.
