Job Title:  Program Director                                 Reports to: Station Manager
Employment Status:  Exempt                                 Hours:  40 hrs. per week
Positions supervised:  Volunteers

General Description:  Provide leadership for programming at KBOO.  To assure quality radio programming that meets the goals of the KBOO Foundation.  To implement the programming goals of the KBOO Board of Directors and the Programming Advisory Committee.

Qualifications

Minimum of two years experience in community or public radio.
Experience in program development.
Experience in supervision of personnel.
Experience in training and/or production skills.
Ability to administer department including the development and implementation of policies, procedures, preparation of reports, etc.
Knowledge of variety of musical styles and traditions.
Demonstrated excellence in live programming and production.
Ability to work with a wide variety of people in a multicultural organization.
Experience supervising volunteers and ability to articulate criticism and support.
Ability to speak Spanish helpful.
Computer skills.

Essential Functions

Oversee, coordinate and implement all KBOO programming.
Final decision authority for all programming working cooperatively with News Director and AM News and Public Affairs Director and with assistance from the Programming Advisory Committee.
Audition, initiation, scheduling, development and evaluation of programming and training of programmers.
Ensure non-technical legal broadcast operation of KBOO, including logs,  (we should talk with all staff about what this is and who does it)obscenity rulings, etc.
Providing programming information for the monthly e-news and other membership communications.
Supervise scheduling of music and weekend air shift operators including substitutions.
Oversee and approve programming changes (pre-emptions, remote broadcasts, etc.).
Manage the quality of the record library.
With News Director and AM News and Public Affairs Director, supervise response to listener comments on programming.
Work to implement KBOO’s Affirmative Action policy.
Attend and provide leadership for the PAC.
Make programming and scheduling changes with input from others.
Participate in volunteer training in cooperation with other staff.
Request engineering and equipment repairs.
Remove a programmer from the air due to violations of rules.
With all staff, develop a programming budget and have input in equipment budgeting.
Create daily operator log sheets including underwriting promos, legal ids, etc. 
Maintain on-air programmer contracts.
Increase youth involvement at KBOO.
Coordinate activities of the KBOO Youth Collective.
Assist with pledge drive as necessary.
Attend staff meetings.
Other duties as assigned.

Salary

This is a full-time position. The employee shall be eligible for annual step increases subject to conditions in KBOO Benefits Policy.

Introductory Period

There is a six month introductory period. This period is not to be construed as a contract.  This means that employment can be terminated, with or without cause, and with or without notice, at any time during or after the introductory period, at the option of the organization or at the option of the employee.

Working Conditions

KBOO has nine paid employees and over 400 volunteers.  You will be supervising over one hundred on-air volunteers and evaluating their abilities to do their jobs.  You must be able to say no to people who fail to meet our current volunteer requirements. KBOO has regular membership drives that require an intense amount of time and coordination.  The atmosphere is hectic and stimulating.  The ability to work in this kind of environment is essential.

Job Title:  Chief Engineer                                   Reports to: Station Manager
Employment Status:  Full-time   Exempt                        Hours:  40 hrs. per week
Positions Supervised:  Volunteers

General Description:  To oversee and maintain the technical operation of KBOO-FM, its transmitters and translators at an optimum level.

Qualifications

Broadcast engineering and electronic experience necessary.
Ability to work with, train and assist a diverse group of people and the ability to explain technical matters to non-technical beginners.
Experience in installation, modification, maintenance and repair of CD players, reel-to-reel equipment, digital audio equipment, cassette recorders, satellite receiving equipment, computers for editing for broadcast, audio mixers, microphones and telephone systems for broadcast.
Driver’s license and vehicle for travel to transmitter / translator sites.
Ability to improvise and achieve results with materials and resources on-hand.
Knowledge and experience working with analog and digital equipment.
Computer skills.

Essential Functions

Keep KBOO in compliance with FCC rules and regulations relating to engineering and technical issues.
Act as Chief Operator in maintaining FCC logs and required documentation.
Maintain signal and audio quality.
Maintain broadcasting equipment in good working order, including studio equipment and studio system phones, transmitters and translators.
Coordinate with staff for the station’s audio equipment and studio needs, including purchasing and soliciting bids.
Serve as systems administrator / computer support person.Supervise the IT /Systems Admin Contractor.
Train and advise staff and volunteers in the use of station equipment, including live remotes.
Participate in volunteer training in cooperation with other staff.
Responsible for the technical production of live remote broadcasts.
Responsible for live in-studio music performances.
Work cooperatively with KBOO staff to train, use and coordinate volunteers.
Guaranteed 24-hour emergency engineering support for the station, either in person or by delegation to qualified engineering volunteers and contract engineers.
Coordinate with staff to plan and implement engineering budget.
Participate in engineering projects as assigned by station manager (i.e. production room remodels).
Oversee engineering aspects of new transmitters / translators (i.e. planning and project implementation).
Maintains Chief Operator logs for station, including FCC mandated EAS logging,
Assist with the training of volunteers in use of live music set up. (this is repeat from above)
Work to implement KBOO’s affirmative action policy in recruiting, training and maintaining volunteers.

Working Conditions

KBOO has over 150 hours per week of local programming, produced by volunteers who need to be trained on studio equipment.  All employees are expected to provide time to answer questions and to help volunteers learn.  The engineer is called upon on a daily basis to help volunteers with using the studios and equipment.  The engineer conducts workshops to train people as engineering volunteers.  The engineer will work, coordinate efforts, and learn from contract engineers on special projects.  KBOO’s environment is hectic and stimulating.  You must enjoy working with a wide diversity of volunteers.

We have an air studio, two production rooms, two digital editing stations, and other rooms used for live public affairs and music.  The engineer’s office also doubles as a workshop and contains some of the transmission and phone equipment.  There is also a satellite downlink room where we record material.  KBOO uses NPR’s and Pacifica’s satellite systems.  We have an STL to our tower with main and backup transmitters

There are other engineers in Portland with a wide range of experience, both volunteers and contract hires, which you may work with and learn from.

KBOO has regular membership drives.  They require an intense amount of time and coordination.  The engineer must provide technical assistance as necessary during these drives.

The equipment in each room ranges from brand new CD burners and minidisks, to 20-year-old transmitters and mixing consoles.  There is heavy usage of all this equipment.  You must repair as necessary and ascertain the need for new purchases within a somewhat limited budget.

Job Title:  Finance Coordinator                  Reports to: Station Manager
Employment Status:  Non-exempt               Hours:  30 hours per week

General Description:  To manage, account for and provide reports on KBOO’s finances, ensuring that the financial system functions effectively, efficiently, and in a timely manner.

Qualifications

A/P, A/R and bank deposit experience preferred.
Bookkeeping, accounting and/or nonprofit experience preferred.
Experience with QuickBooks accounting software essential.Excellent organizational and time management skills and attention to detail.
Ability to work well under pressure and without direct supervision.
Ability to work with a wide variety of people in a multicultural, cooperative, progressive organization.
Ability to work flexible hours as necessary.
Computer Skills
Working knowledge of GAAP and nonprofit accounting
Computer skills including Excel, Word, Google calendar and email.

Essential Functions

·   Day-to-day activities:
o   Oversee cash flow: receive and deposit incoming cash, pay vendors, reconcile bank statements.
o   Accounts management:  Transfer funds to ensure solvency, maximize interest income, maintain legal obligations such as restricted funds and fund endowment as directed.
o   Send monthly invoices and statements to underwriters, advertisers, and co-sponsors.
o   Process credit card transactions and posting of electronic funds transfers on monthly basis.
o   Post transactions to appropriate accounts.
o   Administer employee benefit program.
o   Maintain confidential employee files.  Keep all employee information confidential.
o   Process timesheets and complete payroll.
o   Oversee organizational insurance plan, including liability and directors and officers insurance.
o   Help maintain the legal calendar for the organization to ensure we are tracking deadlines and legal requirements.
o   Maintain, report and pay the underwriter commission program.

·   Other:
o   Maintain a comprehensive and detailed desk manual for all financial activities.
o   Produce monthly financial statements, bi-monthly balance sheets and cash flow projections for presentation to the Finance Committee and the staff.
o   Provide training to the board and staff as needed for understanding financial statements, policies and budgeting process.
o   Month-end procedures including bank reconciliation.
o   Follow all KBOO finance policies, including annual timelines.
o   Assist Station Manager in preparation of annual budget, including creating and following a detailed budgeting timeline for the year and facilitating staff and finance committee input
o   Prepare 1099 forms.
o   Prepare schedules and provide support to accountant as required for annual audit and CPB annual financial report.
o   Maintain computerized general ledger and accounts payable systems.
o   Create and provide quarterly staff leave accrual and use report on monthly basis.
o   Assist with membership drive as necessary.
o   Work to implement KBOO’s Affirmative Action plan.
o   Other duties as assigned.

·   Collaboration:
o   Work with and supervise volunteers as appropriate.
o   Work closely with KBOO Foundation Treasurer and Station Manager.
o   Work closely with CPA’s.
o   Attend staff meetings as directed by Station Manager.
o   Serve on finance committee and present monthly financial statements.


Salary

This is an hourly position, up to 30 hours per week. During pledge drives and year end financial prepreation additional hours may be required. The starting pay for this position is $18.00 to $22.00 per hour depending on experience. Pay increases are subject to board review.
